NYT: Obama Outlines Programs To Counter Lure Of Extremist Groups Like ISIS
President Obama on Wednesday outlined his administration’s efforts to counter what he calls “violent extremism” in a speech to law enforcement, community and religious leaders gathered to discuss how to prevent groups like the Islamic State from recruiting disaffected young people to their ranks. The sessions on Wednesday — part of a three-day meeting here — focused on government-backed community pilot programs in Minneapolis, St. Paul, Los Angeles and Boston in which law enforcement and civic and religious leaders have worked together to counter extremist influences. “We need to find new ways to amplify the voices of peace and tolerance and inclusion, and we especially need to do it online,” Mr. Obama said in remarks at the summit meeting. ... National Journal: Obama: 'No Religion Is Responsible For Terrorism'
President Obama, much to the chagrin of Republicans and others, has avoided rhetorically tying the actions of the Islamic State to radical Islam, or Islamic extremists. In a speech Wednesday at a White House Summit on combating violent extremism, he laid out why. Islamic State fighters "are not religious leaders, they are terrorists," Obama said. "And we are not at war with Islam. We are at war with people who have perverted Islam." "No religion is responsible for terrorism," he said. Bloomberg: Libya Seeks Lifting Of UN Arms Embargo to Fight Islamic State
Libya appealed to the United Nations Security Council to lift an arms embargo on its government so that it can do more to fight Islamic State militants. The request on Wednesday, backed by Arab nations led by Egypt, stopped short of seeking international military intervention after that prospect received a cool response from other countries. Read more..

The Daily Beast: Italy Fears ISIS Invasion From Libya
Last weekend in Italy, as the threat of ISIS in Libya hit home... Italian Prime Minister Matteo Renzi shuttered the Italian embassy in Tripoli and raised his fist with the threat of impending military action. Never mind that Italy has only 5,000 troops available that are even close to deployable, according to the defense ministry. Or that the military budget was cut by 40 percent two years ago... . ... Whether the time is right or not, there is no question that there is a palpable tension in Italy over the ISIS threat—Libya is just 109 miles away from the island of Lampedusa and 300 miles from Sicily—made worse by a 64 percent increase in illegal migrant arrivals by sea since last year. AP: U.S. Has Screened 1,200 Moderate Syrian Rebels For Training
The U.S. has screened about 1,200 moderate Syrian rebels who could participate in a new training program so they eventually can return to the fight against Islamic State insurgents who have taken control of large portions of Syria, the Pentagon said Wednesday. Press secretary Rear Adm. John Kirby says the fighters will continue to be screened as they move through the process, and they could go to any of the three training facilities in Turkey, Saudi Arabia and Qatar — once those sites are set up. Read more..

AFP: Palestinian Christians Urge Stronger Fight Against IS
Some 200 Palestinian Christians staged a candlelit march in Jerusalem Wednesday to mourn Egyptian Copts killed by the Islamic State group in Libya, calling for stronger international action against the jihadists. The demonstrators carried four cardboard coffins decorated with gold crosses, and held up banners showing pictures of the 21 Coptic Christians who were beheaded by IS militants in a graphic video released Sunday. Read more..

Gallup: Mentions Of Terrorism Rise As U.S. Most Important Problem
The 8% of Americans currently naming terrorism as the most important problem facing the U.S. is up six percentage points since January -- the highest percentage to mention the issue since January 2010. The rise in mentions of terrorism this month comes after the Charlie Hebdo tragedy and more deaths of Western citizens held hostage by Islamic State militants -- including American Kayla Mueller -- in Iraq and Syria. ... Terrorism was the dominant issue for Americans after the 9/11 terror attacks, with 46% mentioning it in October 2001. This slowly dropped over the following weeks and months, and in February 2009, 3% named terrorism as the top problem. The only other time since then that terrorism showed the type of spike seen this month was in January 2010, a few weeks after a terrorist failed to detonate a bomb on a flight over Detroit. Read more..

AP: Kayla Mueller Honored In Memorial
Candles lit up the plaza of a central Arizona courthouse Wednesday as hundreds gathered to honor the American woman taken hostage by Islamic militants. Kayla Mueller's death was confirmed earlier this month by her family and U.S. officials. The 26-year-old international aid worker from Prescott, Arizona, had been captured in Syria in August 2013. She was killed earlier this month. Friends, family and strangers wore pink ribbons on their shirts as they listened to speakers reflect on Mueller's life and work. Her parents, Carl and Marsha Mueller, did not speak to the crowd, but they mingled afterward and embraced friends. Eric Mueller encouraged the crowd to live as his sister did by reaching out to people who are suffering and make the community stronger. Read more..

Washington Post: Norwegian Muslims Will Form A Human Shield Around An Oslo Synagogue
One group of Muslims in Norway plans to form a "ring of peace" around a synagogue in Oslo on Saturday. ... According to the Times of Israel, Ervin Kohn, a leader of Oslo's small Jewish community, had agreed to allowing the event on the condition that more than 30 people show up — a small gathering would make the effort look "counter-productive," Kohn said. NYT: A Bloody Retreat From Debaltseve As Ukrainian Forces Suddenly Withdraw
Ukrainian forces fought their way out of the embattled town of Debaltseve in the early hours of Wednesday, choosing a risky overnight breakout rather than surrender as they abandoned the town to Russian-backed militants. President Petro O. Poroshenko said in a televised statement that he had ordered the retreat from Debaltseve, a strategic transportation hub where intense fighting raged in recent days despite a cease-fire agreement signed last week in Minsk, Belarus. ... BuzzFeed: Jeb Bush Makes Vague First Foray Into Foreign Policy
“I am my own man,” Jeb Bush declared on Wednesday, making a conscious effort to create the appearance of distance between his and his brother’s foreign policy. But in his first major foreign policy-related address as a likely presidential candidate, Bush was vague on many of the topics of the day, and appeared to generally embrace the foreign policy legacies of George W. Bush and George H.W Bush’s presidencies, while offering clues as to how he’ll stack up against other Republican primary candidates on these issues. In a question-and-answer session after his speech to the Chicago Council on Global Affairs, Bush criticized some aspects of the Iraq War, pointing out that claims that Saddam Hussein’s regime had weapons of mass destruction “turned out not to be accurate” and that “not creating an environment of security after taking out Hussein was a mistake.” But he praised the surge, calling it “one of the most heroic acts of courage politically that any president’s done” and “hugely successful.” Read more..

Nearly half of the major donors who are backing Ready for Hillary, a group promoting her 2016 presidential bid, as well as nearly half of the bundlers from her 2008 campaign, have given at least $10,000 to the foundation, either on their own or through foundations or companies they run. The Clintons have relied heavily on their close ties to Wall Street, with donations from the financial services sector representing the largest share of corporate donors. ... A third of foundation donors who have given more than $1 million are foreign governments or other entities based outside the United States, and foreign donors make up more than half of those who have given more than $5 million. ... Scott Walker gained ground among Republicans in the race for the party's presidential nomination, the poll showed, while Christie and Bush both faltered. The shuffling field also saw a double-digit gain in support for former Arkansas Gov. Mike Huckabee, who now tops the field with 16%. The national survey found Huckabee closely followed by Bush at 14% (down 9 points), Walker at 11% (up 7 points) and Paul at 10%. Ben Carson lands in fifth with 8% and Chris Christie at sixth with 7% (down 6 points). No other candidate tops 5%. ... Among conservative Republicans, it's a three-way tie: 15% each say they'd be most likely to support Bush, Huckabee and Walker, with 10% each behind Carson and Paul.

Democrats...
The poll finds less change on the Democratic side. Clinton still leads the field with 61%. Her next closest competitor, Biden, has gained six points since December and stands at 14%. Warren follows at 10%. Vermont Sen. Bernie Sanders, former Virginia Sen. Jim Webb and former Maryland Gov. Martin O'Malley all remain in the low single digits.

- Former Secretary of State Hillary Clinton runs best overall against leading Republican White House contenders in three critical swing states, Colorado, Iowa and Virginia, but U.S. Sen. Rand Paul of Kentucky is in a virtual tie with her in Colorado and Virginia, according to a Quinnipiac University Swing State Poll released Wednesday.

- Former Florida Gov. Jeb Bush ties Clinton in Virginia... and Wisconsin Gov. Scott Walker is in a virtual tie in Colorado.

- Secretary Clinton has a markedly better favorability rating than the Republicans in all three states.

Politico: Walker Hires Domestic, Foreign Policy Advisers
Wisconsin Gov. Scott Walker has hired a pair of Capitol Hill veterans to coordinate domestic and foreign policy for his likely 2016 presidential campaign. The Republican is adding Senate Foreign Relations Committee staffer Mike Gallagher to handle the international portfolio at his political action committee. Kristin Jackson, an expert in energy, trade and immigration, will join Walker’s team as a domestic policy adviser. The Hill: Rubio Misses 99 Votes
Sen. Marco Rubio (R-Fla.) has missed a greater percentage of votes over the course of his career than anyone else in the upper chamber, according to an analysis posted Tuesday by the news site Vocativ and GovTrack.us. They found that the possible 2016 presidential candidate's absentee rate was 8.3 percent, since he missed 99 of his 1,198 opportunities to vote. He was closely followed by Sen. Jerry Moran (R-Kan.), who missed 8.01 percent of votes, and Sen. Brian Schatz (D-Hawaii), who missed 6.83 percent. Rubio is joined on the list by another possible 2016 contender, Sen. Ted Cruz (R-Texas). Cruz has missed 6.32 percent of the 712 votes that have taken place during his short tenure. Read more..

Los Angeles Times: Iran's Ayatollah Threatens To Withhold Gas Unless Sanctions Lifted

In a speech to economists and officials from the western city of Tabriz, Ayatollah Ali Khamenei cast doubt on the likelihood of success in the decade-long negotiation over Iran's nuclear capabilities and threatened to play his own sanctions card if the restraints on the Iranian economy aren't lifted. "The enemy is going to use the weapon of sanctions to the hilt because their goal is to stop the progress of our people," Khamenei was quoted as saying by the official Islamic Republic News Agency. An explosion and fire ripped through a gasoline processing unit at an Exxon Mobil refinery in Torrance, California, near Los Angeles on Wednesday, slightly injuring four workers and shattering windows of surrounding buildings, authorities said. Investigators were trying to determine the cause of the blast, which occurred shortly before 9 a.m. PST (1700 GMT), but there was no evidence of foul play, according to Torrance Fire Captain Steve Deuel. Deuel said a small ground fire following the explosion was quickly extinguished. Firefighters and refinery crews also contained a gasoline leak caused by the blast, he said. Read more..

Across a large swath of the country, communities in the Midwest, South and Northeast were bracing Wednesday night for record cold temperatures funneling from Russia to the U.S. and Canada in a phenomenon known as the "Siberian Express." Some states in the Northeast can expect up to a foot of snow from the arctic cold, while many will get a light dusting. NBC News: Witness Says 'American Sniper' Shooter Eddie Ray Routh Threatened Her
An ex-girlfriend of Eddie Ray Routh testified at the "American Sniper" murder trial on Wednesday that he called her a demon, accused her of "trying to steal his soul" and threatened her with a ninja sword. The outburst came two weeks before Routh shot and killed Chris Kyle, the inspiration for the Oscar-nominated movie, and a friend in February 2013, the ex-girlfriend, Jennifer Weed, told jurors. On the night before the crime, she said, Routh told her he was seeing and hearing things — then, as she went to the kitchen to get his medication, he knelt and asked her to marry him. She said yes, he hugged her and cried, and they went to bed, she said. Weed was a defense witness on the sixth day of the trial in Stephenville, Texas. The prosecution says that Routh, a former Marine, knew right from wrong when he shot and killed the two men. Read more..

AP: Bruce Jenner Rear-Ended Cars In Fatal Crash, Video Shows
Video shows former Olympian Bruce Jenner rear-ended two cars, pushing one into oncoming traffic in a fatal Malibu wreck that is under investigation, a law enforcement official told The Associated Press on Wednesday. Jenner was hauling an off-road vehicle on a trailer behind his Cadillac Escalade on Feb. 7 when he steered to avoid cars slowing for a traffic light in front of him on the Pacific Coast Highway, the official said. His SUV struck a Lexus sedan and sent it into the opposite lane. The driver, Kim Howe, 69, was killed when it was struck head-on by a Hummer. The official was briefed on the video but was not authorized to speak publicly and talked to the AP on condition of anonymity. The official said it also showed that Jenner's vehicle continued forward and rear-ended a Toyota Prius. Officials initially said the Lexus had struck the Prius. Read more..

Buzzfeed: More Than 170 UCLA Patients Possibly Exposed To Deadly “Superbug”
More than 170 patients may have come into contact with a deadly “superbug” at UCLA’s Ronald Reagan Medical Center, officials announced Wednesday. Seven patients are confirmed to have been infected by what is known as CRE bacteria, according to a statement from UCLA Health System. The bacteria, which is highly resistant to antibiotics, may have been a contributing factor in the deaths of two those patients, hospital officials added. The bacteria is believed to have been transferred during a procedure that uses a specialized scope to treat and diagnose pancreatic and biliary tract diseases, according to the statement. Read more..

The Sydney Morning Herald: David Hicks Wins Challenge To Terrorism Conviction In U.S. Military Court At Guantanamo Bay
David Hicks has won his challenge to his terrorism conviction before a military court at the US Navy base at Guantanamo Bay, Cuba. Mr Hicks pleaded guilty in March 2007 to providing material support to terrorism. It was a plea bargain in which most of his seven-year sentence was suspended and he was allowed to return home by the end of that year. In 2014, an appeal's court ruled that material support is not a legally viable war crime for the Guantanamo court. Prosecutors argued his conviction should stand because he agreed not to appeal as part of his plea deal. That argument was rejected Wednesday in a unanimous decision by the US Court of Military Commission Review. The government has not said whether it will attempt an appeal. Read more..

NYT: New Approach To Blocking H.I.V. Raises Hopes For An AIDS Vaccine
A new compound has blocked H.I.V. infection so well in monkeys that it may be able to function as a vaccine against AIDS, the scientists who designed it reported Wednesday. H.I.V. has defied more than 30 years of conventional efforts to fashion a vaccine. The new method stimulates muscle cells to produce proteins that somewhat resemble normal antibodies, which have Y-shaped heads. These proteins have both a head and a tail, and they use them to simultaneously block two sites on each “spike” that the virus uses to attach itself to a cell. If both sites can be blocked on every spike, the virus becomes helpless and drifts off unattached into eventual oblivion by the immune system. Read more..

ESPN: Lance Armstrong Enters Guilty Plea For Reckless Driving
Lance Armstrong pleaded guilty to careless driving for hitting two parked cars with his SUV in Aspen, a crash his girlfriend originally tried to take the blame for, a prosecutor confirmed Wednesday. The cyclist entered his plea by mail on Friday under a plea agreement with prosecutors, closing the case and avoiding a court appearance. Two other charges, failing to report an accident and speeding too fast for conditions, were dismissed under the agreement, which was first reported by the Aspen Daily News. Court records show Armstrong paid $238.50 to cover court fees and a $150 traffic fine. Armstrong's girlfriend, Anna Hansen, initially told police she had been driving home from an Aspen Art Museum party Dec. 28 when she lost control of Armstrong's GMC Yukon on icy roads, hitting the cars.Read more..

The Guardian: Paris Police Launch Inquiry After Chelsea Fans Seen Abusing Black Man On Film
Police in Paris and London have launched investigations after Chelsea supporters were filmed singing a racist chant and preventing a black man from boarding the Paris Métro. A source in the Paris public prosecutor’s office confirmed to the Guardian that police had begun an investigation on Wednesday into crimes of racial violence on public transport. In London, Scotland Yard said it would study the video in an attempt to identify those involved. The footage, obtained exclusively by the Guardian, shows a man repeatedly trying to squeeze on to a busy train, only to be forcefully shoved out of the door and back on to the platform at the Richelieu–Drouot station before Chelsea’s Champions League tie against Paris Saint-Germain. Read more..

USA Today: Moviegoers Would Give Oscar To 'American Sniper'
If America were voting for the best-picture Oscar, a sniper would get a golden guy before a growing boy or a washed-up superhero. In a poll of more than 1,000 moviegoers conducted by movie-ticket site Fandango.com for USA TODAY, American Sniper was the clear favorite for the film they thought deserved to take home the Academy Awards' top prize at Sunday's ceremony (ABC, 7 p.m. ET/4 PT). It ranked No. 1 with 36% of cinephiles who said they had seen all eight nominees. By contrast, the two Oscar front-runners — Boyhood and Birdman — tied for fourth with 10% each. In January, Amazon Studios, the online retail giant’s television production wing, posted 10 original pilots for viewers to watch and vote on. Wednesday morning, five of them were ordered to series: “The Man in the High Castle,” based on the Philip K. Dick novel that imagines an alternate reality in which the Axis powers won World War II; “Mad Dogs,” a dark comedy executive produced by Shawn Ryan (“The Shield,” “Terriers”); “The New Yorker Presents,” a docu-series overseen by Alex Gibney (“Taxi To the Dark Side,” “We Steal Secrets”); and the kids series “Just Add Magic” and “The Stinky & Dirty Show.”The shows arise from Amazon’s latest pilot season, in which the first episodes of multiple shows are made available for all to watch and vote on before being whittled down to a select few. Rolling Stone: Vanilla Ice Arrested For Reality TV-Related Burglary
Police in Lantana, Florida have arrested Vanilla Ice for burglary. The "Ice Ice Baby" rapper allegedly stole household items from what appeared to be an abandoned home next to where he was renovating a home for his long-running reality-TV series The Vanilla Ice Project sometime last month, according to The Hollywood Reporter. The rapper is said to have taken furniture, a pool heater and bicycles, among other things. As of press time, Ice has not been booked, but police chief Sean Scheller told THR that he is planning on charging him with burglary and grand theft. A rep from the police department tells Rolling Stone that the case will be handled by the county jail and that Ice is being "very cooperative." Read more..
