           Track ESPC Project Data with eProject Builder

eProject Builder (ePB) is a free web-based system for entering and tracking energy savings performance contracting (ESPC) data through the life of a project. ePB was developed, and is being maintained by, Lawrence Berkeley National Lab on behalf of DOE. The initial version, which went live in June 2014, was developed primarily for federal projects, but has since been modified to accommodate performance contracts from all sectors. Energy service companies (ESCOs) use two key components:
  • An Excel-based "data template" — very similar to the current task order (TO) schedules used for FEMP Indefinite Delivery Indefinite Quantity (IDIQ) and Army Corps Multiple Award Task Order Contract (MATOC) projects — that the ESCO uses to input project data, develop project scenarios, and upload data to the on-line database
  • The on-line system with its user interface, where project data are uploaded, accessed, and tracked.
The advantage of the data template is that ESCOs can share prospective project scenarios with their customers, who in turn will be able to review the scenarios, see the formulas, and even conduct their own sensitivity analyses by modifying key variables in the spreadsheet. The on-line system will allow projects to be tracked through their performance periods, as well as included in a growing database of ESPCs for benchmarking. These ePB system features serve to raise the transparency and accessibility of ESPCs.

The system is fully operational, and a number of agency-ESCO pairs have registered and plan to use the tool in developing projects. The benefits of ePB include standardized ESPC data collection, transparent calculations for project scenarios, and electronic task order schedules. FEMP encourages interested parties to attend one of the training sessions (see information below) to learn more about the benefits of the system.

New Case Study Highlights 85% Savings in Parking Lighting  

The case study provides an overview of how the Marine Corps Base Quantico (MCBQ) achieved 85% energy savings in parking lighting at one of its parking sites on base. This project was part of a major overhaul of its outdoor lighting (replacing 2,000 fixtures with LED lights), while  boosting safety and security throughout the site. MCBQ was recently recognized by the Lighting Energy Efficiency in Parking (LEEP) Campaign for Highest Percentage Energy Savings in a Retrofit at a Single Parking Area.

The LEEP Campaign encourages facilities to install energy-efficient lighting and controls to cut energy use with the overall goal of achieving 500 million square feet of high-efficiency parking lighting by March 2015. FEMP encourages federal sites to join the LEEP Campaign and take advantage of resources, tools, and technical assistance related to high efficiency parking lot and parking structure lighting, and to be recognized for their successes. Nomination Period for 2015 Federal Energy and Water Management Awards Open 

Each year the Federal Energy Management Program (FEMP), in conjunction with the Federal Interagency Energy Management Task Force, sponsors the Federal Energy and Water Management Awards to highlight and honor outstanding federal agency achievements in energy, water, and fleet management.

Webcast (Live Training): eProject Builder Introduction/Demonstrations
FEMP and LBNL will present three (identical) introduction/demonstration sessions on eProject Builder. The sessions will be interactive, with both a call-in phone line and webinar portion. While all are welcome, the training will be particularly valuable for ESCOs and federal representatives that are either approaching, or early in, the investment grade audit stage of their projects. Participants will be offered access to a test site to let them experiment with the system before making any decision about using it for actual projects. The available dates and times are:

Webcast (Live Training): Utility Barriers and Solutions to RTU Controllers Incentives

Data Center Energy Practitioner Training
March 2-4 - San Francisco, CA  
FEMP has partnered with the data center industry to implement a program to standardize the process of evaluating the energy status and efficiency opportunities in data centers. This one- or three- day training will provide individuals with the skills needed to perform accurate energy assessments in data centers. The key objective of the Data Center Energy Practitioner (DCEP) Program is to accelerate energy savings in the dynamic and energy-intensive marketplace of data centers. Students completing the course are eligible to take an examination to become a certified energy practitioner.

On Demand eTraining

FEMP works in partnership with the National Institute of Building Sciences' Whole Building Design Guide to offer online On Demand eTraining courses to help federal agencies develop core competencies and comply with energy efficiency, renewable energy, water management and sustainability requirements. Certified FEMP trainings award IACET-accredited continuing education units (CEUs). Please visit FEMP's eTraining site for a complete list of training offerings.
First Thursday Seminars are hosted in partnership with the National Institute of Building Sciences Whole Building Design Guide, and designed for federal energy and facility managers, but are open to all individuals through the On Demand First Thursday Training service, where one can even retake past seminars.
