The Rand Corp. report calls for reforms of the hiring process after a reboot by Mayor Eric Garcetti came amid concerns of nepotism and mismanagement. Hiring was halted in March after a Los Angeles Times investigation that found recruits were overwhelmingly white and a high number were relatives of firefighters.
