Access to secondary market capital may help enable dramatic scaling of the energy efficiency industry. However, the role of these markets is largely untested and only a handful of transactions have been executed to date — it is too soon to draw robust conclusions from these deals. At the same time, energy efficiency program administrators face very real, near-term decisions regarding whether and how to access secondary markets.
