NPR: Obama Defends Decision Not To Meet With Netanyahu During D.C. Visit
Obama said meeting with Netanyahu while he's in Washington would break protocol. Netanyahu is due to make his address just two weeks before Israel's general election. "We have a practice of not meeting with leaders right before their elections," Obama said during a joint press conference with German Chancellor Angela Merkel on Monday. Obama said no matter how much he likes Merkel, she wouldn't have received a White House invitation either just two weeks out from a German election. Nor would she likely have asked for such a meeting, he added. During today's press conference, Obama admitted he has "very real differences" with his Israeli counterpart over Iran. He said a relationship between the two countries should be about Israel and the U.S., not about Republicans and the Likud, Netanyahu's party. Read more..

Haaretz: Netanyahu Rejects Criticism: I Am Determined To Address Congress
Prime Minister Benjamin Netanyahu said on Monday that he is determined to address the U.S. Congress on Iran's nuclear program. Netanyahu rejected the criticism in the United States and Israel, saying that "while some are busy with protocol or politics, a bad deal with Iran is taking shape." Speaking at a Likud election event, Netanyahu added that, as prime minister, it is his duty to do everything in his power to prevent a dangerous deal with Iran. "From the day Israel was established to this day, there have been essential differences between Israel and the U.S., and relations remained sound – this will be the case this time as well," he said. Read more..

Politico: David Brock Resigns From Hillary Clinton Super PAC
David Brock on Monday abruptly resigned from the board of the super PAC Priorities USA Action, revealing rifts that threaten the big-money juggernaut being built to support Hillary Clinton’s expected presidential campaign. In a resignation letter obtained by POLITICO, Brock, a close Clinton ally, accused Priorities officials of planting “an orchestrated political hit job” against his own pro-Clinton groups, American Bridge and Media Matters. Those groups — along with another pro-Clinton group, the super PAC Ready for Hillary — had their fundraising practices called into question last week by a New York Times report. It pointed out that veteran Democratic fundraiser Mary Pat Bonner got a 12.5 percent commission on funds she raised for Brock’s groups and a smaller percentage commission on cash she raised for Ready for Hillary. In his letter to the co-chairs of Priorities’ board — former Michigan Gov. Jennifer Granholm and former Obama campaign manager Jim Messina — Brock alleged that “current and former Priorities officials were behind this specious and malicious attack on the integrity of these critical organizations.” Read more..

Washington Post: Iowa Democrats Suffering From Clinton Fatigue Say They’re Ready For Warren
Thirteen Iowa Democrats wearily took their seats here this weekend and discussed among themselves the source of their angst: Hillary Rodham Clinton. “I’m utterly tired, tired of the Clintons and the whole establishment,” said Carole Brannon, 71, a retired nurse. Anne Kinzel, 57, a former health-care attorney, nodded sympathetically. ... As Clinton prepares to launch her all-but-certain 2016 campaign, the former secretary of state remains a favorite of a vast majority of Democrats and the front-runner for the party’s presidential nomination. Still, there is unease among progressives about her largely uncontested ascent. Seeking an alternative to the juggernaut, this restless Sunday gathering at the Ames public library and others like it are popping up around the country — all part of an effort to draft populist Sen. Elizabeth Warren (D-Mass.) into the race, in spite of her insistence that she will not be a candidate. Read more..

The Hill: New Bush Staffer Under Fire For Tweets About 'Sluts' And Gay Men
A new hire to former Florida Gov. Jeb Bush’s (R) 2016 political action committee is under fire for past tweets that disparaged women and gay men. On Monday, Time magazine reported that Bush’s leadership PAC, Right to Rise, had brought on Hipster.com co-founder Ethan Czahor to be its chief technology officer. Shortly after, BuzzFeed News reported that dozens of tweets had been deleted from Czahor’s account. Some of the tweets referred to women as “sluts,” while others joked about being ogled by gay men at the gym. “Governor Bush believes the comments were inappropriate,” a Bush spokesman told BuzzFeed News. “They have been deleted at our request. Ethan is a great talent in the tech world and we are very excited to have him on board the Right to Rise PAC.” The Democratic National Committee pounced, sending out an email saying the hire was evidence Bush isn’t ready for prime time. Read more..

AP: Christie Returns To Campaign Trail In Iowa After UK Trip
New Jersey Gov. Chris Christie got a warm welcome from Iowa Republicans Monday in his first campaign appearance since returning from a rocky trade trip to the United Kingdom. Christie appeared at an event sponsored by a county GOP organization held in suburban Des Moines. Seeking to win over voters in the kickoff caucus state, Christie cited his record as a conservative governor in a Democratic state, noting his efforts to cut taxes and reduce spending. "Even in a state like mine, one of the ten most liberal in the country, leadership matters," Christie said to the more than 50 people gathered in a hotel ballroom. Christie, who also met privately with Republican Gov. Terry Branstad Monday, has not formally declared any 2016 plans, but recently moved closer with the formation of Leadership Matters for America, a political action committee. ... Before his speech Monday, Christie said he was not worried that his vaccine comments would hurt him with Iowa caucus-goers. "I have no concerns at all because when people really listen to what I said they know that I favor vaccines and I favor them strongly," Christie said. Read more..

The Hill: Scott Walker Will Travel To London
Wisconsin Gov. Scott Walker (R) will be in London this week, as he looks to polish his foreign policy credentials in preparation for a possible 2016 presidential run, The Associated Press reported Monday. Walker is in England as part of a trade mission, telling the AP through a spokeswoman that the trip is mostly private meetings designed to bring foreign investment to Wisconsin. He will make one public appearance, when he gives a speech titled "Building Global Partnerships for Stronger Local Economies." It is not his first trade mission as governor. In 2013, he visited China and met with officials from government ministries. Walker has said he hopes to lead a trade mission to Israel later this year.Read more..

Bloomberg Politics: Rand Paul And Edward Snowden Will Speak At The Same Conference This Weekend
On Saturday night, Kentucky Senator Rand Paul will give a video address to the International Students For Liberty Conference in downtown Washington, D.C. One night earlier, self-exiled whistleblower Edward Snowden—who has a little less mobility inside the United States than Paul—will address ISFL "via videoconference," according to organizers. Paul has consistently spoken out on behalf of Snowden, calling his actions "civil disobedience," and saying that if Snowden faced justice he should "share a jail cell" with Director of National Intelligence James Clapper. Not every potential 2016er could appear on the same virtual dais as Snowden. Paul will be right at home. Read more..

AP: Gay Marriage Comes To Alabama Over Chief Judge's Objections
Alabama's chief justice built his career on defiance: In 2003, Roy Moore was forced from the bench for disobeying a federal court order to remove a boulder-size Ten Commandments monument from the state courthouse. On Monday, as Alabama became the 37th state where gays can legally wed, Moore took a defiant stand again, employing the kind of states' rights language used during the Civil War era and again during the civil rights movement. He argued that a federal judge's Jan. 23 ruling striking down the Bible Belt state's gay-marriage ban was an illegal intrusion on Alabama's sovereignty. And he demanded the state's probate judges refuse marriage licenses to same-sex couples. "It's my duty to speak up when I see the jurisdiction of our courts being intruded by unlawful federal authority," the 67-year-old Republican chief justice of Alabama's Supreme Court said in an interview Monday. ... At least seven of Alabama's 67 counties dispensed marriage licenses to gay couples. Jubilant couples emerged from courthouses in Birmingham and Montgomery to cheers and applause while waving marriage licenses over their heads. Read more..

Reuters: Supreme Court Refuses To Block Gay Weddings In Alabama
Of the nine justices, only two - conservatives Clarence Thomas and Antonin Scalia - dissented from the court's refusal to block gay weddings from starting in Alabama. Gay marriage is now legal in 37 states. Thomas acknowledged in a dissenting opinion that the court's move to allow gay marriages to go ahead "may well be seen as a signal of the court's intended resolution" as it considers cases from four other states on whether same-sex marriage bans are permitted under the U.S. Constitution. Although only two justices publicly dissented, the court order did not reveal whether any other justices voted to grant the stay. Read more..

The Hill: Obama Prepares For Divisive Veto
President Obama is just days away from issuing the biggest veto of his tenure, with Republicans poised to send him legislation that would authorize construction of the Keystone XL pipeline. Obama’s veto — just the third of his presidency and the first since 2010 — is expected to come with little fanfare, with even opponents of the pipeline arguing the White House should avoid further angering Democrats and unions who want Keystone to be built. Read more..

AP: No. 2 Official In Secret Service Loses Job In Agency Shakeup
The deputy director of the Secret Service, who managed day-to-day operations during scandals that badly tainted the agency, will resign his position but will be allowed to accept another unspecified federal job within the Homeland Security Department, the government said Monday. Alvin "A.T." Smith, who was appointed to the No. 2 job in April 2012, will resign effective Tuesday. His career in the Secret Service lasted 29 years before he was forced out. "His contributions to the Agency have been invaluable," Secret Service Acting Director Joseph P. Clancy said in a statement. Smith will take a job with Immigration and Customs Enforcement's Homeland Security Investigations unit, department spokeswoman Marsha Catron said. Catron did not indicate what Smith's job title would be or whether he would be working in a supervisory capacity. Read more..

Bloomberg Politics: Michelle Obama Says School Lunch Changes Will Be 'Embraced' By Kids
Change has come to the America's school cafeterias, and the woman who helped deliver it is convinced that students will learn to like it. First Lady Michelle Obama says that the new school lunch standards that mandate servings of fruit and vegetables and limit the amount of sodium, sugar and fat will eventually become accepted as the norm by school kids. “We’re really thinking about the kids who are kindergartners today,” Obama said in an interview with Cooking Light magazine. “If all they know are whole grains and vegetables, by the time they’re graduating from high school, this will be their norm; they won’t know anything different.” Read more..

ISLAMIC STATE LATEST
AP: Obama Faces Tough Sell To Get New War Powers To Fight Islamic State
In seeking new war powers to fight the Islamic State group, the White House must reconcile demands from Democrats who don't want another ground war with the concerns of Republicans who want that option left open, congressional officials said Monday. Obama is expected — as early as Tuesday — to send Capitol Hill his blueprint for an updated authorization for the use of military force, or AUMF. Haggling then begins on writing a new authorization to battle the Sunni extremists, who have seized territory in Iraq and neighboring Syria and imposed a violent form of Shariah law. ... A congressional official said the president will ask for a three-year authorization so the next president will have to seek renewed authority to fight IS. The official said Obama wants to leave open the option to send in combat forces if needed, but is not seeking an authorization that would permit a prolonged U.S. troop presence on the ground. The White House request also would not restrict the fight to certain geographic locations, but would limit the U.S. to fighting IS militants or any future group that they become, the official said. Read more..

Military Times: Afghans: Drone Strike Kills Islamic State's Top Recruiter In Afghanistan
The top recruiter for the Islamic State group's affiliate in Afghanistan was killed by a drone strike Monday, local officials said, marking the first such attack on the extremist group in a volatile country where it has a small but growing following. U.S. officials said a total of eight people were killed in the drone strike, but could not confirm the Islamic State recruiter's death. The deputy governor of the southern Helmand province identified the recruiter as Abdul Rauf, saying he and others were killed when a drone-fired missile struck their car. The attack would appear to deal a blow to the Islamic State group's efforts to develop a local affiliate to challenge the long-dominant Taliban. Last month, Afghan tribal leaders and Western intelligence analysts told The Associated Press that Abdul Rauf was the top Islamic State recruiter in Helmand. Rauf had been held in the Guantanamo Bay detention center in Cuba for his involvement with the Taliban. Read more..

McClatchy: Hostage’s Role In Islamic State Videos May Raise His Value To Group
The Islamic State issued a new video Monday featuring its last known Western hostage narrating a news-broadcast-like report from the Syrian city of Aleppo and its surrounding areas. The 11-minute video featuring John Cantlie, who’s been in Islamic State custody since Nov. 22, 2012, is the third on-the-scene report from the British hostage since October. It feeds growing speculation among some observers that Cantlie’s talents as a news presenter have made him more valuable to the Islamic State than just another soon-to-be-executed hostage. “While the Islamic State has access to native British speakers, I suspect none is capable of the kind of delivery Cantlie can achieve,” said Shiraz Maher, a senior fellow at King’s College London who closely studies the group. “They also know that we’re all much more likely to talk about, and focus on, a Western hostage than a random individual who’s gone out there and joined Islamic State.” Read more..

AP: Obama, Merkel Rally Behind Diplomacy In Ukraine Conflict
President Barack Obama and German Chancellor Angela Merkel rallied behind efforts to reach a long-shot diplomatic resolution to the conflict between Russia and Ukraine Monday, but they offered no clear path for how the West would proceed if talks this week fail. During a joint White House news conference, Obama dangled the prospect that the U.S. could for the first time send anti-tank weapons and other defensive arms to Ukraine. While no decision has been made, the president said he had ordered his team to consider "whether there are additional things we can do to help Ukraine bolster its defenses in the face of Russian aggression." Merkel staunchly opposes arming Ukraine's beleaguered military. The German chancellor, who has perhaps the most productive relationship with Russian President Vladimir Putin, made clear she had not given up on the possibility that diplomatic negotiations could produce an elusive peace plan. Read more..

Reuters: Don't Issue Ultimatums To Putin, Kremlin Warns
Russian President Vladimir Putin will not be spoken to in the language of ultimatums at talks on the Ukraine crisis, a Russian radio station quoted the Kremlin as saying on Monday. In comments to Govorit Moskva radio, Kremlin spokesman Dmitry Peskov dismissed media speculation that German Chancellor Angela Merkel had issued Putin an ultimatum in an attempt to secure a breakthrough in the crisis. "Nobody has ever talked to the president in the tone of an ultimatum - and could not do so even if they wanted to," Peskov was quoted as saying. Read more..

Bloomberg View: Kerry Tells Lawmakers He's For Arming Ukraine
Secretary of State John Kerry told lawmakers during a private reception in Germany that he personally supports sending lethal aid to the Ukrainian military, even though President Barack Obama has yet to make a decision on whether to say yes to Ukraine’s arms request. Kerry is the latest top U.S. official to favor arming Ukraine’s armed forces directly, as they struggle against heavily armed Russian-backed separatists in Eastern Ukraine. Vice President Joe Biden this weekend came very close to endorsing military aid for Ukraine when he pledged to continue to support Ukraine’s “security” needs. The top U.S. general in Europe, Philip Breedlove, has for months been advocating internally for greater U.S. support for Ukraine. Defense secretary nominee Ashton Carter testified last week he was inclined toward sending arms to Kiev. Read more..
BOSTON HAMMERED BY RECORD SNOW & OTHER STORIES FOR THIS TUESDAY MORNING...
NBC News: Boston Buried By Snow Again As 'Absurd' Winter Drags On
Boston is buried again. The city was hammered Monday by its third winter storm in two weeks, and records fell with the snow. Counting the 20 inches of snow that had fallen at Logan International Airport since late Saturday, there was 37 inches on the ground, beating a 1996 record for the greatest snow depth in Boston. Over the past 30 days, Boston has recorded more than 69 inches of snow, easily topping the previous record of 58.8 inches from Jan. 9 to Feb. 7, 1978. And with a month and a half of winter still to go, this season is already one of the city's 10 snowiest winters on record, at 73.9 inches and counting, the National Weather Service said. City officials said crews have used up almost 58,000 tons of salt already this season. The National Weather Service forecast as much as 3 feet of snow across the state by Tuesday night, when the storm is expected to clear. Read more..

WSJ: U.S. Measles Cases For 2015 Rise 18.6% Over Past Week
The number of U.S. measles cases so far this year rose 19% in the past week, to 121 people in 17 states, the Centers for Disease Control and Prevention said Monday, raising concerns about how far the virus has spread. A week earlier, the CDC reported 102 cases in 14 states. The CDC said the increase isn’t surprising given that state and local health departments continue to track down people who had been in contact with those with the disease. About 85% of the cases reported between Jan. 1 and Feb. 6 are part of a multistate outbreak that began at Southern California’s Disneyland Resort in December, the CDC said. The agency has said that most of those linked to the Disneyland outbreak weren’t vaccinated. Read more..

NBC 5 Dallas-Fort Worth: Jury Seated In Chris Kyle Shooting Case
A jury was seated Monday in the trial of a man charged with killing the former Navy SEAL depicted in the Oscar-nominated movie "American Sniper," after extra efforts to keep publicity about the case and the movie from preventing a fair trial. Ten women and two men will serve as jurors for the trial of Eddie Ray Routh starting Wednesday. Routh, a former Marine, is charged with capital murder in the deaths of 38-year-old Chris Kyle and Kyle's friend, 35-year-old Chad Littlefield. The lawyers went as far in the jury pool as juror 146 to choose all 12 jurors plus two alternates. The judge warned the chosen jurors not to violate the court's rules which include a ban on contact with reporters or he may require members to be sequestered for the entire trial. Jurors will be sequestered for deliberation. Read more..

Reuters: Argentine Prosecutor's Death Part Of A Coup Plot, Official Claims
An Argentine prosecutor's mysterious death days after he made criminal charges against President Cristina Fernandez is part of an attempt to unseat her and bring neoliberals back to power, a senior government official said on Monday. The comments by Gustavo Lopez, an undersecretary in the presidency, follow the death of Alberto Nisman on Jan. 18 after he accused the president of derailing his investigation into a 1994 bombing of a Jewish community center. Nisman's accusations and his death have rocked Argentina and sparked a myriad of conspiracy theories. Some Argentines pin his death on the government, while President Fernandez has suggested it was part of a murky plot by rogue intelligence agents to smear her name. Either way, it has triggered one of the biggest political crises of Fernandez's seven-year rule and may bolster the opposition's chances of a win in October's presidential vote. Read more..

Washington Post: Top USAID Contractor Allegedly Billed Taxpayers For Redskins Tickets, Alcohol
Two weeks after being suspended from government work, the leading development nonprofit for the United States in Iraq and Afghanistan has purged numerous longtime senior executives amid a widening investigation of allegations of “serious” financial misconduct. International Relief and Development, headquartered in Arlington, Va., allegedly used taxpayer money for Redskins season tickets, personal travel and meals, and alcohol at company receptions and retreats, according to current and former government and nonprofit officials. Last May, The Washington Post examined allegations of poor performance and excessive pay at IRD, which has collected $2.4 billion since 2007 to undertake some of the most ambitious projects in the war zones and elsewhere for the U.S. Agency for International Development. Read more..

Huffington Post: Boko Haram Launches Twin Attacks In Niger
Islamist Boko Haram insurgents from Nigeria bombed a Niger border town, killing five people, and carried out attacks in neighboring Cameroon, kidnapping a bus full of passengers, military and local sources said on Monday. The jihadist sect has killed thousands of people and kidnapped hundreds in a bid to impose its rule in northeastern Nigeria, and stepped up cross-border incursions into Cameroon. An intensification of attacks near Lake Chad - a crossroads between Nigeria, Chad, and Niger - has sent tens of thousands of Nigerians fleeing across the borders. The escalating crisis prompted Nigeria to postpone its Feb. 14 presidential election. Read more..

BBC News: South Korea Spy Chief Sentenced To Three Years In Prison
South Korea's former spy chief has been sentenced to three years in jail for trying to influence the results of the 2012 presidential election. Won Sei-hoon, who headed the National Intelligence Service (NIS) until 2013, was found guilty of violating election laws. He was convicted of directing NIS agents to conduct an online smear campaign against the rivals of current President, Park Guen-hye. Won was immediately taken into custody. Under South Korean law, NIS agents are required to remain politically neutral. Won ordered NIS agents to post messages and tweets online in support of Ms Park, who went on to narrowly win the election in 2012. Some of the messages also ridiculed her rivals, saying they were "servants" of North Korea. Read more..

AP: Oklahoma Considers Gas Chamber For Future Executions
With executions in Oklahoma on hold amid a constitutional review of its lethal injection formula, Republican legislators are pushing to make Oklahoma the first state in the nation to allow the use of nitrogen gas to execute death row inmates. A bill scheduled for a hearing Wednesday in a House committee would make death by "nitrogen hypoxia" a backup method of execution if the state's current lethal injection process is found to be unconstitutional. "You wouldn't need a medical doctor to do it. It's a lot more practical. It's efficient," said Rep. Mike Christian, an Oklahoma City Republican and former Oklahoma Highway patrolman who conducted a hearing last summer on hypoxia, or the depletion of oxygen in the bloodstream. Read more..

WSJ: Study: Weight Loss Or Not, Exercise Yields Benefits
A recent study underscores that there are significant health benefits to overweight and obese people being physically active, even if they don’t lose a pound. The study, of 334,000 Europeans over 12 years, recorded twice as many deaths due to a lack of physical activity as due to obesity. The study, published in the American Journal of Clinical Nutrition, backs up earlier research about the value of exercise in improving health. It found that as little as a brisk, daily 20-minute walk can extend life expectancy. Read more..

Neil Armstrong's widow, Carol, made quite the discovery. More than two years after Armstrong's death, Carol found a white cloth bag inside one of his closets that contained tools, hooks and a small camera. Those items were aboard Apollo 11's lunar module, Eagle, the first manned vehicle to land on the moon, writes National Air and Space Museum curator Allan Needell. That camera recorded the moment that Armstrong took his first step on the moon and declared, "That's one small step for man, one giant leap for mankind." Read more..

Huffington Post: Netflix Expands To Cuba
Netflix began selling its Internet video service in Cuba Monday in what appears to be a largely symbolic move driven by the recent loosening of U.S. restrictions on doing business with the communist-run island. The expansion probably will generate more publicity for Netflix Inc. than new subscribers because only a small fraction of people living in or visiting Cuba have the high-speed Internet access needed to stream movies and TV shows. Read more..

The Detroit News: GM Compensation Fund Approves 52nd Death Claim
General Motors Co.’s ignition switch compensation program said Monday it has approved one new death claim and two new injury claims over the past week. That brings the total of approved claims to 52 deaths and 79 injuries, including eight claims for people who were seriously injured. The report also said another 57 claims were mailed in the final days before the Jan. 31 deadline, bringing the total number to 4,237, including 462 death claims. The surge in claims before the Jan. 31 deadline means the program will spend until at least “very late spring” before it can rule on all the claims, the fund run by compensation lawyer Ken Feinberg said last week. Feinberg has said it could take as long as six months from the time the program received the final claim for serious injuries or deaths. Hundreds of the final claims were submitted with little or no paperwork, making it difficult to assess how many may be deemed valid. Read more..

Washington Post: Chilean Soccer Team’s Plane Found Five Decades After Mountainside Crash
In early April 1961, the top-division Chilean soccer team Green Cross piled into a fixed-wing propeller plane headed home for the country’s capital, Santiago. They had just played an away game in the Copa de Chile, Chile’s domestic soccer cup. Then, somewhere over the Andes mountains, the plane crashed. All 24 passengers — including eight team members — were presumed dead, and the wreckage remained missing for 54 years. Now, Chilean mountaineers say they have found passengers’ bones and the plane’s mutilated remains, its propeller buried in stone, some 215 miles from Santiago. The discovery solves a decades-old South American mystery. “It was a breathtaking moment, and we felt all kinds of sensations. One could feel the energy of the place and breathe the pain,” Leonardo Albornoz told Chile’s Channel 7, according to the Associated Press. Read more..

AP: NFL Formalizes Panel To Assess Los Angeles Stadium Plans
NFL Commissioner Roger Goodell has established an internal committee to review stadium options in Los Angeles and coordinate any possible move to Southern California, according to a league memo obtained Monday by The Associated Press. Goodell's action comes about a month after a development group that includes a company controlled by St. Louis Rams owner Stan Kroenke announced plans to build an 80,000-seat stadium in the Los Angeles suburbs. The proposal that envisions a stadium rising on the site of a former horse track in Inglewood once again raises the possibility that Los Angeles could get another NFL team after a two-decade drought. Read more..

It was time for Brett Favre to come back to Lambeau Field to be honored by the Green Bay Packers. On his official site, Favre officially announced what everyone has assumed for a while: 2015 will be the year. He'll come back for his induction into the Packers Hall of Fame, and also so the team can retire his No. 4. which is long overdue. The reunion has been put off for a while, because as you may remember, the Packers and Favre didn't have a very clean break. Favre wanted to come back a few months after retiring, the Packers had already committed to Aaron Rodgers (that turned out OK) and Favre ended up with the Minnesota Vikings after a year with the New York Jets. Read more..
