City Manager John Shaw stepped down Tuesday, following a Department of Justice report that exposed problems in the city's policing tactics. The DOJ report mentioned both men by name. Last week, a police captain and a sergeant resigned, and a court clerk was dismissed.
The report faulted Ferguson's officers for seeing residents as "sources of revenue" and disproportionately targeting African-Americans.
