SUPER BOWL XLIX
NBC Sports: Patriots Come Back For Amazing 28-24 Win
Two of the best late-game quarterbacks in NFL history stood toe-to-toe. The young one blinked, and the old guy won. The Patriots beat the Seahawks 28-24 in Super Bowl XLIX, a storybook ending for a pair of quarterbacks who were already legendary for their abilities in late-game situations. Patriots quarterback Tom Brady was 37-of-50 for 328 yards and four touchdowns, more than enough to overcome a pair of interceptions which put his team down 10 in the third quarter. But as he had throughout the night, Brady calmly and methodically worked his team down the field, willing to take the short stuff even as time dwindled. The go-ahead touchdown came with 2:02 left, setting up Russell Wilson for the kind of late-game drama which he’s become known for in a short time. But it was Wilson who made the late mistake, throwing a goal-line interception to Patriots cornerback Malcolm Butler with 20 seconds left to seal the game. Why the Seahawks weren’t running in that situation remains a mystery, but so much of this season has been. Read more..

AP: Obama Budget Ties Foreign Profits Tax To Public Works Program
President Barack Obama's budget will propose an ambitious six-year, $478 billion public works program of highway, bridge and transit upgrades, half of it financed with a one-time mandatory tax on profits that U.S. companies have amassed overseas, White House officials said. The proposal, one of the main components of the $4 trillion spending plan for the 2016 budget year that Obama will send to Congress on Monday, attempts to tap into bipartisan support for spending on badly needed infrastructure repairs and construction. The tax on accumulated foreign profits would be set at 14 percent and due immediately. Under current law, those profits only face federal taxes if they are returned, or repatriated, to the U.S. where they face a top rate of 35 percent. Many companies avoid U.S. taxes on those earnings by simply leaving them overseas. Read more..

Huffington Post: Obama Defends Ambitious Agenda In Pre-Super Bowl Interview
Asked whether he thought he had acted "cocky" during the State of the Union given that Democrats lost badly in the November elections, Obama defended himself, saying "nobody was doing an end-zone dance." "What we were talking about was the success America's had in digging itself out of a really tough recession, and that's a celebration of the American people," he said. "That's not about politics." The president also pushed back on [Savannah] Guthrie's suggestion that he should have been more conciliatory towards Republicans. "Republicans believe that we should be rebuilding our infrastructure. The question is how do we pay for it? That's a negotiation we should have," Obama said. "My job is to present the right ideas, and if Republicans think they've got a better set of ideas, they should present them." "But my job is not to trim my sails and not tell the American people what we should be doing," he added. Read more..

Bloomberg Politics/Des Moines Register Iowa Poll

Scott Walker Surging
The [poll], taken Monday through Thursday, shows Walker leading a wide-open Republican race with 15 percent, up from just 4 percent in the same poll in October. Senator Rand Paul of Kentucky was at 14 percent and former Arkansas Governor Mike Huckabee, who won the Iowa caucuses in 2008, stood at 10 percent. http://www.bloomberg.com/politics/articles/2015-01-31/walker-surging-in-bloomberg-politics-des-moines-register-iowa-poll-as-bush-struggles

Jeb Bush, Chris Christie Struggling
Bush trailed with 8 percent and increasingly is viewed negatively by likely Republican caucus-goers. New Jersey Governor Chris Christie is in even worse shape, with support from just 4 percent. More troubling for Christie: He's viewed unfavorably by 54 percent, among the highest negative ratings in the potential field. At 9 percent, retired neurosurgeon Ben Carson pulls more support than either Bush or Christie. http://www.bloomberg.com/politics/articles/2015-01-31/walker-surging-in-bloomberg-politics-des-moines-register-iowa-poll-as-bush-struggles

Immigration, Common Core Stances A Problem For Bush
[The poll] shows nearly two-thirds [of likely participants in the state's 2016 Republican caucuses] consider Bush's positions on those issues to be a deal-killer, or something they'd consider when deciding whether to support him. Just 32 percent have no problem with those stands.http://www.bloomberg.com/politics/articles/2015-02-01/bloomberg-politics-des-moines-register-iowa-poll-jeb-bush-has-a-big-problem

Now That Romney Is Out...
The poll was taken before Mitt Romney's Friday announcement that he wouldn't make a third White House bid. He received the backing of 13 percent of likely Republican caucus participants, ranking third. When his supporters are re-allocated to their second choice, Walker's backing grows to 16 percent, followed by 15 percent for Paul, 13 percent for Huckabee, and 10 percent for Carson. Removing Romney from his third-place spot had no effect on the ranking order of the other top potential candidates and offered the biggest boost to Huckabee. Bush's overall number inched up just one point, to 9 percent. http://www.bloomberg.com/politics/articles/2015-01-31/walker-surging-in-bloomberg-politics-des-moines-register-iowa-poll-as-bush-struggles

Clinton Dominates On Democratic Side
On the Democratic side, the race among potential candidates isn't competitive. Clinton was the first choice of 56 percent. Senator Elizabeth Warren of Massachusetts, who has repeatedly said she isn't running, stands second at 16 percent. Vice President Joe Biden had only about half as much support as Warren, with 9 percent. http://www.bloomberg.com/politics/articles/2015-01-31/walker-surging-in-bloomberg-politics-des-moines-register-iowa-poll-as-bush-struggles

NYT: G.O.P. Campaigns Scramble To Add Romney Donors
Gov. Chris Christie of New Jersey and former Gov. Jeb Bush of Florida plunged into all-out battle this weekend for the biggest unclaimed prize in American politics and the decisive advantage that could go with it: the billion-dollar donor network once harnessed by Mitt Romney. In hundreds of phone calls that began even before Mr. Romney formally announced on Friday that he was forgoing a third bid for the presidency, allies of Mr. Christie and Mr. Bush began putting polite but intense pressure on Mr. Romney’s supporters to pick a side. And now donors have nowhere to hide, since virtually every contender for the Republican nomination has established a leadership PAC or other fund-raising vehicle in recent weeks, and the candidates are leaning on them to make a commitment. The next 48 hours, several donors said, could not only answer the question of whether Mr. Bush will face a serious challenge from Mr. Christie for the Republican Party’s establishment mantle. It may also demonstrate whether there is room left for anyone else in the first tier of Republican candidates. Read more..

NBC News: Two Days Late, Ryan Endorses Romney
Mitt Romney's 2012 running mate endorsed him on "Meet the Press" Sunday — two days after Romney announced he will not run for president in 2016. "I was going to support Mitt in whatever it is he decided to do," Wisconsin Congressman Paul Ryan (R) told Chuck Todd. "I think Mitt Romney would have been a fantastic president." Ryan called Romney's decision to bow out of the presidential race "bittersweet" but said "it's the right decision for Mitt and Ann based upon what they decided was ultimately the best thing to do for the country." He called his former running mate a "class act." Read more..

The Hill: Rubio Plots His Path To Victory
Marco Rubio sees room for himself in the GOP's crowded 2016 field — and is starting to throw elbows to make space. The Florida senator is moving full throttle towards a White House bid, hitting the road hard to raise money and elevate his profile. While allies and advisors say he hasn’t made a final decision, most now privately expect he’ll take the plunge. Rubio gathered more than 300 donors and supporters in Miami last weekend, telling them to “prepare for a presidential campaign,” according to one staff member in attendance. Read more..

BuzzFeed: Mike Huckabee Likens Being Gay To Drinking And Swearing
Homosexuality is a lifestyle choice akin to drinking alcohol or swearing, potential Republican presidential contender Mike Huckabee told CNN on Sunday. Speaking on State of the Union, Huckabee told host Dana Bash that he is able to have gay friends despite not agreeing with “the lifestyle.” “People can be my friends who have lifestyles that are not necessarily my lifestyle. I don’t shut people out of my circle or out of my life because they have a different point of view,” he said. “I don’t drink alcohol, but gosh a lot of my friends, maybe most of them, do. You know, I don’t use profanity, but believe me, I’ve got a lot of friends who do. Some people really like classical music and ballet and opera — it’s not my cup of tea,” the ordained Baptist minister said. Read more..

Politico: Iowa Dems High And Dry As Hillary Decides
A year out from the Iowa caucus, some party members fret that Hillary Clinton’s dominance in the Democratic field will leave the party high and dry as the campaign season intensifies. A lack of competition within the party may hurt fundraising and makes it hard to develop the new blood that often grows out of highly competitive races, some party activists say. The prospect of a Clinton victory stokes even deeper fears. “My gut feeling as a Democratic activist is that a president Hillary Clinton will tell the Democratic Party, ‘No caucuses, primaries only,’” said John Deeth, an activist and organizer in Iowa City. “If Hillary Clinton is elected president, this will be the last Iowa Caucus.” Read more..

The Hill: Christie Catches "Football Game" In London

Christie's on Sunday tweeted a photo of himself and his wife, Mary Pat, on the way to a “football game” between Arsenal F.C. and Aston Villa F.C. Christie later tweeted a photo showing the governor in the crowd after the Arsenal win. “Great game,” Christie wrote. Read more..

Washington Post: McCain: "I'm Still Outraged" By Kissinger Protesters
Sen. John McCain (R-Ariz.) said Sunday that he remains angry at protesters who disrupted a Senate Armed Services Committee hearing last week by calling for the arrest on war crimes charges of former secretary of state Henry Kissinger, who was attending the hearing. McCain, who chairs the panel, told the agitators, "Get out of here, you low-life scum," as U.S. Capitol Police were removing them from the room. He made no apologies for that remark during an interview Sunday on CNN's "State of the Union." “These people were physically threatening Henry Kissinger,” McCain said. “Of course, I was outraged, and I’m still outraged. It’s one thing to stand up and protest. It’s another to physically threaten an individual.” Read more..

The Hill: Graham: 10k U.S. Boots On The Ground Needed To Stop ISIS
Sen. Lindsey Graham (R-S.C.), who is considering a 2016 presidential bid, said on Sunday it would require 10,000 American "boots on the ground" to stop the Islamic State in Iraq and Syria (ISIS) in Syria. Coalition airstrikes in Iraq and Syria won't destroy the group, but do help in some regard, Graham said on CBS's "Face the Nation." Graham said U.S. forces in Syria should be accompanied by a regional force of Arab nations. Read more..

Reuters: U.S. Ground Troops Could Be Needed In Iraq, Chuck Hagel Says
Outgoing Defense Secretary Chuck Hagel said in an interview on Friday the United States might eventually need to send non-combat ground troops to Iraq to help turn back Islamic State forces. Hagel, who announced his resignation under pressure in November, told CNN all options must be considered in Iraq, including sending troops for non-combat roles such as gathering intelligence and locating Islamic State targets. "I think it may require a forward deployment of some of our troops ...," he said. "I would say we're not there yet. Whether we get there or not, I don't know." Hagel's comments echoed testimony by General Martin Dempsey, chairman of the Joint Chiefs of Staff, to Congress last fall when he said U.S. troops might have to take a larger role on the ground in Iraq.Read more..

AP: Immigrants Could Wait Until 2019 To Have Cases Resolved
Thousands of immigrants seeking legalization through the U.S. court system have had their hearings canceled and are being told by the government that it may be 2019 or later before their futures are resolved. Some immigration lawyers fear the delay will leave their clients at risk of deportation as evidence becomes dated, witnesses disappear, sponsoring relatives die and dependent children become adults. The increase in cancellations began late last summer after the Justice Department prioritized the tens of thousands of Central American migrants crossing the U.S.-Mexico border, most of them mothers with children and unaccompanied minors. Read more..

New York Daily News: Michelle Obama Praises "American Sniper" As "Complex, Emotional"
Michelle Obama weighed in on “American Sniper” during a talk to screenwriters on Friday, praising the Clint Eastwood film for telling the “complex, emotional” story of Navy SEAL Chris Kyle. The First Lady revealed she screened the movie, starring Bradley Cooper, during the “long flight we took” to travel to India and later Saudi Arabia earlier this week. “While I know there have been critics, I felt that, more often than not, this film touches on many of the emotions and experiences that I’ve heard firsthand from military families over these past few years.” Read more..

WINTER WEATHER
AP: Storm Blankets Midwest In Snow, Creeps Toward Northeast
The snowstorm was expected to be the most far-reaching of the season to date, stretching from Nebraska to Maine, according to the National Weather Service. Forecasters also said the storm was moving unusually slowly, meaning accumulations of between 10 to 14 inches of snow are possible for parts of northern Illinois, Indiana and northwest Ohio. Similar amounts of snow are expected for the Northeast later Sunday and throughout Monday. “This is going to be a very high-impact storm for a large swath of the eastern half of the country,” weather service meteorologist Ricky Castro said. Read more..

Winter storm warnings stretched from Nebraska to Maine as the storm churned over the Midwest. Chicago took a direct hit. U.S. RE-EVALUATES ARMING UKRAINE & OTHER STORIES FOR THIS MONDAY MORNING...
NYT: U.S. Taking A Fresh Look At Arming Ukraine’s Forces, Officials Say
With Russian-backed separatists pressing their attacks in Ukraine, NATO’s military commander, Gen. Philip M. Breedlove, now supports providing defensive weapons and equipment to Kiev’s beleaguered forces, and an array of administration and military officials appear to be edging toward that position, American officials said Sunday. President Obama has made no decisions on providing such lethal assistance. But after a series of striking reversals that Ukraine’s forces have suffered in recent weeks, the Obama administration is taking a fresh look at the question of military assistance. Secretary of State John Kerry, who plans to visit Kiev on Thursday, is open to new discussions about providing lethal aid, as is Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, officials said. In recent months, Susan E. Rice, Mr. Obama’s national security adviser, has resisted proposals to provide lethal assistance, several officials said. But one official said that she was now prepared to reconsider the issue. Read more..

AP: Horror In Japan As Video Claims To Show Beheading Of Second Hostage
Appalled and saddened by news of journalist Kenji Goto's purported beheading by Islamic State extremists, Japan ordered heightened security precautions Sunday and said it would persist with its non-military support for fighting terrorism. The failure to save Goto raised fears for the life of a Jordanian fighter pilot also held by the militant group that controls about a third of both Syria and Iraq. Unlike some earlier messages delivered in the crisis, the video that circulated online late Saturday purporting to show a militant beheading Goto did not mention the pilot. Read more..

USA Today: Pro-Democracy Protesters Return To Hong Kong Streets
Thousands of pro-democracy protesters returned to the streets of Hong Kong on Sunday, in the first major rally since mass protests last year. Holding yellow umbrellas, the symbol of last year's Occupy protests, the demonstrators chanted, "No fake universal suffrage. I want genuine universal suffrage." The protesters oppose the Chinese government's decision that candidates in the 2017 election for Hong Kong chief executive will be vetted by a largely Beijing-controlled nominating committee. Read more..

NBC News: Egypt Deports Jailed Al-Jazeera Reporters
Al-Jazeera English reporter Peter Greste left Egypt on Sunday after the president approved his deportation following more than a year behind bars in a case that was widely condemned by rights groups, officials said. A Cairo airport official said Greste, an Australian national, is on an EgyptAir flight to Larnaca, Cyprus that took off shortly after 4 p.m. (9 a.m. ET) on Sunday. An Egyptian prison official and the nation's official news agency said Greste was released following a presidential "approval." The official and an Interior Ministry statement said his release was an implementation of the new deportation law passed last year. The officials spoke on condition of anonymity because they were not authorized to speak to the media. Read more..

Reuters: AirAsia Captain Left Seat Before Jet Lost Control: Sources
The captain of the AirAsia jet that crashed into the sea in December was out of his seat conducting an unusual procedure when his co-pilot apparently lost control, and by the time he returned it was too late to save the plane, two people familiar with the investigation said. Details emerging of the final moments of Flight QZ8501 are likely to focus attention partly on maintenance, procedures and training, though Indonesian officials have not ruled out any cause and stress it is too early to draw firm conclusions. The Airbus A320 jet plunged into the Java Sea while en route from Surabaya, Indonesia, to Singapore on Dec. 28, killing all 162 people on board. Read more..

NPR: Merkel: No Relaxing Of Terms On Greek Debt
German Chancellor Angela Merkel has rejected any renegotiation of Greek debt after last week's election that brought an anti-austerity party into power in Athens. Merkel said banks and creditors that extended Greece bailout loans to keep the government from defaulting on its sovereign debt have already must draw the line on already substantial concessions. But she did say in an interview with the German daily Berliner Morgenpost that she wanted Greece to stay in the eurozone. "We — Germany and the other European partners — will now wait and see what concept the new Greek government comes to us with," she was quoted as saying by the newspaper. However, Germany and the other EU partners had already forgiven billions of euros lent by private creditors, she said. "I don't see a further debt haircut," Merkel said, according to The Associated Press. Read more..

VICE News: Russia Awards Lucrative Crimea Bridge Contract To Putin's Childhood Friend, Judo Partner
The Russian government has contracted Vladimir Putin's childhood friend and judo partner to build a vital $3.3 billion bridge connecting the annexed peninsula of Crimea with mainland Russia. No public tender was held for the project. Instead, Prime Minister Dmitry Medvedev appointed Stroygazmontazh, a company controlled by billionaire Arkady Rotenberg, as the contractor in an order published Friday. According to Rotenberg, the government considered more than 70 builders, but the only other builder known to be interested in the project was Gennady Timchenko, another Kremlin-connected billionaire. Rotenberg studied judo with Putin as a child and later became an instructor in the martial art, serving as the future president's sparring partner in the 1990s. Since Rotenberg founded Stroygazmontazh in 2007, it has become one of the largest construction companies in the world, building several large gas pipelines. This will be the company's first bridge project. Read more..

Washington Post: John B. Geer Had Hands Up When Shot By Police, Four Officers Say In Documents
John B. Geer stood with his hands on top of the storm door of his Springfield, Va., townhouse and calmly said to four Fairfax County police officers with guns pointed at him: “I don’t want anybody to get shot ... And I don’t wanna get shot, ’cause I don’t want to die today.” But as one officer tried to ease Geer through the standoff, another officer, Adam D. Torres, shot and killed Geer from 17 feet away, telling investigators that he saw Geer move his hands to his waist and thought he might be reaching for a weapon, according to newly released documents from the county. The other three officers, and a lieutenant watching from a distance, said they saw no such thing, the documents show. Read more..

NYT: Large Warehouse Fire Continues To Burn In Brooklyn
A massive fire that engulfed a warehouse near the waterfront in Williamsburg, Brooklyn, continued to burn on Sunday, more than a day after the blaze began. Firefighters were still working to put out the fire, which had sent soaring flames and choking clouds of smoke into the air along the East River. The city’s Department of Health recommended on Saturday night that residents who live near the warehouse or downwind of the smoke remain indoors with their windows closed to limit smoke exposure. “If anyone in the immediate area experiences shortness of breath, chest pains, or a worsening medical condition such as asthma, they should seek immediate medical attention," the department said in an alert. Read more..

AP: Millions Of Cars Recalled For Faulty Airbags
Drivers, bring your vehicles back to the shop for more work on faulty air bags. The government says more than 2 million Toyota, Chrysler and Honda vehicles need a second fix for air bags that may inadvertently inflate while the car is running. The recall includes some Acura MDX, Dodge Viper, Jeep Grand Cherokee, Honda Odyssey, Pontiac Vibe, Toyota Corolla and Toyota Avalon models made from 2002 to 2004. The National Highway Traffic Safety Administration says all of the vehicles covered in Saturday's announcement had already been under a recall for the faulty air bags. Carmakers originally tried to fix the defects by partially replacing the electronic control unit, made by TRW Automotive Holdings Corp. of Livonia, Mich., but that fix didn't always work. The new remedy — full replacement of the unit — will be available to all affected vehicles by the end of the year. Read more..

AP: "American Sniper" Breaks Super Bowl Weekend Record With $31.9M Haul
"American Sniper" shot down another box-office record: Its $31.9 million is the biggest Super Bowl weekend gross ever. According to studio estimates Sunday, the Clint Eastwood film narrowly surpassed the previous top Super Bowl weekend draw. The concert film "Hannah Montana/Miley Cyrus: The Best of Both Worlds Concert Tour" earned $31.1 million in 2008. Hollywood often avoids competing with the Super Bowl as movie-going falls dramatically on Sunday, but "American Sniper" has proven an unlikely sensation. It has now made $248.9 million in six weeks (and only three weeks of wide release), making it the most lucrative war movie without adjusting for inflation. Read more..
