The Justice Department says it has found a pattern of racial bias and excessive force among the Ferguson Police Department, which gained national attention after the shooting death of Michael Brown. In two years, 88 percent of cases using force had an African American suspect. The report also says authorities targeted blacks and poor drivers to raise revenues. One resident said she was stopped at least five times and couldn't pay the fines. |
